In doing so, we will ensure that transparency and accountability compels us to remove the negative elements and nurture the positive ones. WHAT WE DO

EDUCATE

Providing education and awareness of the issues of institutional child abuse and the need for legislative reform to provide oversight and protection to youth in care.

ADVOCATE

Creating initiatives to connect youth with advocates and legal services to prevent institutional child abuse.

LEGISLATE

Authoring and supporting legislation that would aim to prohibit abusive practices, provide resources and reform protection and advocacy systems.

Our Team

Executive Director

Chelsea Filer

Chelsea Filer is the Executive Director of the ICAPA Network, a national nonprofit dedicated to preventing and addressing institutional child abuse through policy reform, public education, and survivor advocacy. A survivor herself, Chelsea has transformed her lived experience into two decades of leadership in grassroots organizing, legislative advocacy, and public awareness campaigns.

She is a co-founder of WWASP Survivors, one of the first online communities to expose abuses in the Troubled Teen Industry, and played a pivotal role in launching the Breaking Code Silence movement, which united survivors to share their stories and demand accountability. Chelsea has worked closely with lawmakers, organizations, and survivors across the country to shape policy initiatives, including early efforts that informed the Stop Institutional Child Abuse Act.

Chelsea has also shared her story in the HBO Max docuseries Teen Torture Inc., using her voice to shed light on the realities of institutional abuse and its lasting impact. Her work bridges personal truth and public policy, grounded in the belief that no child should suffer in silence.

Outside of advocacy, Chelsea is a creative professional with more than 15 years of experience in graphic design, web design, and photography. She is passionate about bringing ideas to life through art, whether in print, digital media, or behind the camera. In her free time, Chelsea loves to read and recharge in nature, often exploring the American River trails with her dog, Reese. Chelsea Filer Chelsea Papciak

Impact Director

Jenna Bulis

Jenna Bulis is a survivor of institutional child abuse and a policy strategist working to end coercive confinement and build community-led alternatives to punitive youth systems. She co-founded the ICAPA Network to advance legislation, expose systemic abuse, and strengthen protections for youth and families impacted by institutional harm.

Her work began with Suburbia’s Dirty Little Secret, a survivor-led platform documenting abuse and systemic corruption in the Troubled Teen Industry. From there, she co-organized the #BreakingCodeSilence movement, helping to bring national attention to the widespread mistreatment of youth in residential programs.
Jenna has lobbied for and helped pass key legislation, including Montana’s SB0132 and SB027 in 2019 and Utah’s SB0217 in 2021. She has also advocated for federal reform of the Child Abuse Prevention and Treatment Act (CAPTA) and continues to support survivor-led policy efforts nationwide.
Her work has been featured in national media and the 2024 HBO documentary Teen Torture Inc. Jenna remains focused on building systems rooted in transparency, consent, accountability, and care. Jenna Bulis
