Thousands of youth are sent away to “troubled teen” behavior modification programs. This “tough love” approach often results in institutional child abuse. With a lack of government oversight, this highly profitable industry is allowed to operate with near impunity while abusing children and conning desperate parents.

Only an inconsistent patchwork of state to state legislation exists to regulate this multi-billion dollar industry. In order to ensure the safety of every child in this country, we must utilize both state and federal legislation to address the current inconsistencies in regulation, mandate minimum industry standards, and create regulatory systems that will be effective at protecting youth from institutional abuse.

ICAPA 2024
EXECUTIVE SUMMARY:
The Institutional Child Abuse Prevention Act 2024 seeks to address the critical issue of institutional child abuse occurring within residential and outdoor wilderness programs that provide care for children.
PURPOSE:
The purpose of this act is to amend the existing Child Abuse Prevention and Treatment Act (CAPTA) to address institutional child abuse as a distinct category of child abuse. This amendment introduces a national ICA reporting hotline and establishes mandatory reporting requirements, jurisdiction and policies to improve protection and advocacy systems.
